Does Britain need a constitutional convention. What is a constitutional convention? How does it impact on the primacy of Parliament?

Following the independence referendum in Scotland in September 2014, there have been widespread calls for a constitutional convention or conventions in the UK and/or parts of the UK. At present, the call for a convention is variously supported by a range of political parties including the Greens, Labour, the Liberal Democrats and UKIP. But what is a 'constitutional convention'? The paper explores the different ways the idea can be (and is being) understood; explores the tensions created by calling a convention in a political regime founded on the principle of parliamentary (rather than popular) sovereignty; and clarifies the criteria and the case for a convention that realises the democratic potential of the idea.
