VFM Sub-Committee 2011-12

SMT will review the composition and remit of the group from time to time to ensure it is best constituted to achieve the aims of the VFM Policy .

Terms of reference

1 To assist the Director of Finance in developing an agreed annual Value for Money (VFM) rolling programme  and to comment on the VfM arrangements of the College as a whole.

2 To review progress against the VfM programme including the element delivered by Internal Audit.

3 To advise on developments which will assist in the promotion of VFM and ensure these are incorporated into the annual VFM rolling programme.

4 To help to embed a VfM culture, through VfM education and guidance.

5 To assist in ensuring that the College adopts good practice in its activities.

6 To assist in preparing the Annual VFM Report for presentation to the Audit Committee.

7 To consider any VfM reports from HEFCE, the National Audit Office, the internal audit service and any other relevant source.

8 To review the VfM Policy and make recommendations to the Director of Finance.

9 To look at the formation where necessary of cross-College working groups to investigate areas that offer potential in sharing best practice with regards to value for money.

10 To investigate the commissioning of a benchmarking framework.  

The Group will be expected to produce, as a minimum, an annual report for SMT (via the Director of Finance) and must meet at least twice per annum.
