Establishment Control Procedure

Establishment control is part of Goldsmiths’ recruitment process. It ensures that the College recruits the right number of staff, at the correct grades, in order to achieve its institutional aims.  It also helps to ensure that payroll records and the college budget reflect any changes to existing posts.

Establishment Control Forms (ECFs) must be completed for all changes to the established posts including replacements and for new posts, including those that have been approved through the Planning Round.

The procedure for confirming that an established post is vacant and available for recruitment sits within the Management Accounts team. The process of recruitment and employment sits under HR.

Establishment Control Procedure 

The guidance includes the timescale within which ECFs will be approved  or passed to SMT.  This timescale is 10 (working) days for the ECF to be processed within Finance.  After the end of this period, the ECF is passed back to the requestor or forwarded to SMT for approval, as appropriate.  These timescales are for ECFs where all information is included.  If further clarification is required, this may increase the processing time.
