Carla Figueira

Carla Figueira is a visiting tutor at ICCE. She designed and teaches the module Cultural Relations and Diplomacy and manages the JISCmail listing: International Cultural Relations Multidisciplinary Forum (https://www.jiscmail.ac.uk/cgi-bin/webadmin?A0=CULTURAL-RELATIONS-DIPLOMACY).
Carla is a multilingual consultant and researcher, as well as a strategic and operational manager of cultural services.
She has a PhD in Cultural Policy and Management (City University, UK, Praxis XXI Scholar). Her thesis Languages at War in Lusophone Africa: External Language Spread Policies in Mozambique and Guinea-Bissau at the turn of the 21st Century examines the development of international language policies in Africa by the UK, France, Germany, Brazil and Portugal, is available through the British Library (EThOS) and will soon be published by Peter Lang Publishing with a foreword by Professor Robert Phillipson (renowned author of Linguistic Imperialism). Her education also includes a MA in Arts Management (City University, UK, Chevening Scholar) and a Bachelor’s degree (Licenciatura) in International Relations, with specialisation in Cultural and Political Relations (ISCSP, Lisbon, Portugal).
Carla regularly works for the private cultural consultancy International Intelligence on Culture. From 2009 to 2011, she was the Co-ordinator of the UK Committee of the European Cultural Foundation. Carla is also an experienced arts manager, having worked, for almost a decade for the Department of Culture of the Municipality of Lisbon, Portugal.
