Professional activities
The following professional activities and consultancies concern design and/or technology education at school, college, university and in the workplace in the UK and throughout the world. The work typically involves one or more of the following;

1975-92 Advanced level examiner for ‘Design’ (Oxford Delegacy of Local Examinations)
I was recruited by my M.Phil examiner to a small examining team dealing with this radical and influential new A level examination in Design. From 1986 I was Chief Examiner.
1985 Secondary Examinations Council UK
As part of the preparations for the introduction of the new General Certificate of Secondary Education (GCSE) examination in 1986, I was invited by the SEC (the government agency responsible for all secondary school examinations) to write the Guide for Teachers that would be part of the national in-service training programme coordinated by the Open University. The work emerged as Craft Design & Technology GCSE: A guide for teachers. pp 43 Open University Press
1987-90 International Technology Education Association USA
I was invited by ITEA to serve on their International Relations Committee, whose principal responsibility is for planning the international dimensions of the annual conference and related international events.
1996 -90 Thames Television International
Programme adviser, writer and presenter for a series of ten programmes on Technology for Schools. The programmes were broadcast regularly throughout the years 1997-2001. VTC- 38111-001 to VTC 36391-020. The lead programme “Evaluating Design” was subsequently reproduced by the Video Corporation of America from Small World Technologies Inc.
1990 University of British Columbia Vancouver. Distinguished Scholar
During the period April to October 1990 I was appointed as distinguished scholar in the Faculty of Education at UBC. Duties involved postgraduate summer school activities, research supervision and collaboration on research projects.
1991 National Curriculum Council UK
I directed a project for the NCC, the national agency established to launch and manage the National Curriculum. The project involved producing training materials for teachers for the implementation of the new National Curriculum. Two packs of materials were produced, one for key stage 1 and 2 (primary) and one for key stage 3 (secondary). Each pack contained three books “Planning design & Technology”, “Managing Design & technology”, “Implementing Design & technology”, and a video of training programmes. The packs were used for a national training programme coordinated through the Open University.
1990-92 Congress of the United States of America: Office of Technology Assessment.
I was invited to advise the US Congress OTA on the future policy options for assessment and testing in the USA. My work included a 48 page report on the nature and operation of assessment of technology education in the UK, presented at an open evidence session in the US Congress. The OTA report emerged in 1992. Based on research findings from our APU and ESRC research projects, I was consultant to the Panorama programme "The Future is Female" a Panorama Special. 25th Oct 1994. This was followed by live interviews with Johannesburg/Pretoria Radio “Newsday” related to the Panorama Special that was broadcast there on 27th Oct 1994. Subsequently this was also followed by a one hour, live, satellite TV- link programme with TV New Zealand entitled “Fraser” related to the Panorama Special that was broadcast there on 29th Oct 1994.
1994 British Council - Singapore
I was invited by the British Council to visit Singapore to lead some development activities in the design & technology curriculum. During that time I gave presentations at the Ministry of Education (40 officials) updating them on events in schools in the UK and at the National Institute of Education (50 lecturers, school teachers, and other academics) about the development and current status of technology in schools

My colleague Prof Stables and I were invited to compile evidence and a briefing paper concerning the key features of technology education and approaches to managing the serious shortage of teachers for technology. I was elected to serve as co-chair (with Karen Zuga; Ohio State University) of the Special Interest Group in Design & Technology, responsible for promoting and managing the specialist technology education elements of AERA conferences.

In 1996 I was invited by the Chief Executive of the DATA subject association to recreate and re-launch the Journal. I served as the Editor in Chief and the Research section editor for ten years (1996-2005). At the end of this period, DATA published my collected editorials as Footprints in Shifting Sands. 1997 Scotch College. Melbourne Australia
I was asked to produce a report on the teaching, learning and assessment practices of the design faculty, and to prepare plans for the expansion of the faculty into new purpose built accommodation.
1998-2001 New York State Education Department with the National Science Foundation (NSF) USA. Following the publication of my 1997 book I was invited to advise NY State and the NSF in their research project on the assessment of learners’ performance in Maths, Science and Technology
1999 Israel Ministry of Education in association with ORT Israel
I was invited to Israel to conduct research with the ORT organization on the structure and organization of technology education in secondary schooling. I was consultant to the BBC for their work on the digital curriculum (Director: Nick Simmons). I advised on the production of a series of programmes with them around the theme of the idea factory .. helping young learners to develop their design innovation.
2007-08 Curriculum Council of Western Australia and Edith Cowan University Perth
Following my executive seminar presentation e-scape approaches in high-stakes assessment at the Curriculum Council, Perth WA in Jan 2007, the Curriculum Council in association with Edith Cowan University and TERU will be launching a version of the e-scape project for web-based remote assessment purposes in relation to their School Certificate. This is a research trial and will be followed by a research project funded jointly by the Curriculum Council for WA and the Australia Research Council.

Research interests
In 1990 I founded the Technology Education Research Unit (TERU) and have since directed research projects for Research Councils (eg ESRC), government departments (eg DfID, DfES, DCSF), industry (eg LEGO), charitable bodies (eg NESTA), Design and Science museums in London and professional organisations (eg Engineering Council). Projects have also been run with overseas agencies including the National Science Foundation in the USA, the National Academies in Washington, the North West Province Curriculum Council in South Africa, and the West Australia Curriculum Council.
The projects I have directed in the last RAE round (2001-2007) are listed below (see Grants and Awards) and are typically centred on aspects of curriculum and assessment in schools. The most recent focus of our work (project e-scape) is based on the dynamic creation of e-portfolios - using hand-held digital devices – and in several subjects (science and geography as well as design & technology). The web-based nature of the portfolios has subsequently enabled us to develop a radical new assessment methodology based on Thurstone pairs-wise comparisons. The methodology enables far higher reliability than is possible with conventional assessment approaches for portfolios. We are negotiating the replication of this work in parallel projects elsewhere – including West Australia.
