External regulator: Office for Students

The Office for Students (OfS) is the regulator for all Higher Education Institutions in England.

The regulator can apply general and specific conditions of registration to Higher Education Institutions (HEIs), this includes sanctions.

New or additional conditions or sanctions can be applied to HEIs at any point if the HEI fails to comply with the conditions of registration.

The conditions of registration were intended to mitigate the risks to students in relation to poor quality and standards, consumer protection, value for money and fair access and participation for students from different backgrounds.

The OfS came into full regulatory powers on 1 August 2019. Regulatory expectations are not yet known (as of 2 October 2019) and additional changes are anticipated over the coming years.
